EDHA News: Bill For A Law to Repeal Rural Electricity Board law 1972 Scales Through 2nd Reading.

A Bill for a law to repeal the rural electricity board law 1972 and to make provision for the electricity  generation, transmission and distribution  for the residents of Edo State has  scaled through second reading at the Edo State House Assembly.

The bill seeks to establish an electricity market for Edo State and  opens avenue for job creation and employment opportunities as well as encourage MSME’s investments   in the state.

Leading the debate on the executive Bill ,
Majority Leader Rt.Hon Henry Okhuarobo said the Bill which has been amended  by the National Assembly gives States power to address the issue of electricity generation , transmission and distribution .
He said the Bill in place will create enabling environment for socio-economic growth in the State.
Other members also spoke in favour of the Bill while the member representing Esan North East Constituency 1, Rt.Hon Francis Okiye identified some grey areas in the Bill.
   
The Speaker, Rt.Hon. Marcus Onobun said issue of power generation transmission and distribution will be addressed by the Bill and  enhance government investment in independent power generating systems in Azura and Ossiomo .
   
The House during plenary continued deliberation on the property agency law 2018  introduced at the last sitting by the Majority Leader, Rt.Hon Henry Okhuarobo where
he spoke in favour of the executive Bill highlighted some expected gains when passed.
The Speaker, Rt.Hon Marcus Onobun urged colleagues to scrutinise the document and  make wider consultations to harmonize all concerns ahead of it's passage.
     
The Bill subsequently scaled through second reading and committed to the House Standing Committee on Rules , Business and Government House to look into areas of concern and report back to the House in two weeks.

The House at the committee of a whole  considered the one point recommendation in a report of the House Standing Committee on Community and Chieftaincy Affairs to the effect that HRH Ike Kebordih be installed by the State government as the clan Head of Ilushi since there is no physical impediment preventing his installation.

Also considered were recommendations in the committees  report  that  the State government expedite action in the creation of a third ruling House called Ase(Igiase) ruling House in Okpella clan.
It also recommended that the Ase clan be allowed to produce the next clan head to fill the vacant stool in Okpella .

The Speaker thereafter directed the Clerk to forward clean copies of the resolutions to relevant agencies for necessary action.
