It is the bedrock of every administration's productivity
Where there are no policies, there are no laws, there are no programmes, culminating in unrealistic output
Leading appointees to do what they think is right, not necessarily what is administratively correct
Isere's action and the resultant suspension by the Edo State government, may have not been ill-intended
In administration however, it is unacceptable and often attracts some rebuke
An appointee has no moral and legitimate ground whatsoever to raise funds for a State government programme
Government often develop mechanisms to mobilize resources for its programme
The resources can be lodged in the programmes account, as often set by the programme's local organizing committee
At the end of the programme, leftover may be shared by the committee members
Obviously Isere was not aware of this—he cannot however be slaughtered as he has not been taken through basic administration principles upon appointment
This is why retreat and indoctrination are necessary in public service
Retreats can be periodic, it can hold while the job is on, it can hold within one's location or outside, it can hold before the commencement of the job—any how appointees must be abreast of the basic principles of administration on the job

While we sympathize with Isere on the one hand, the Edo State government may wish to organize periodic retreats, personnel development for its appointees
So as to prevent future unpalatable, embarrassing developments as this
In all, public office holders must take extreme and deliberate caution, and avoid situations capable of dragging their name and reputation to opprobrium
Money can be a huge temptation in public service—fiscal discipline, financial responsibility, self contentment and ability to say 'no' where necessary can save an unfortunate situation, however
Public office holders must equally see the office as an avenue to serve and leave footprints, not necessarily for the security of one's future and unborn generations
All of these and more are what retreats, indoctrination offers
